Office of Constituent Support

The Office of Constituent Support (OCS) provides community and referral resources, responds to emergent constituent grievances, questions and concerns, facilitates and mediates interdisciplinary team disputes, and conducts community outreach and education on the services and supports offered by the Developmental Disabilities Supports Division.


Community Resource and Referral

OCS supports individuals and their families in accessing information about community resources, including self-advocacy and advocacy organizations, as well as guidance on Social Security, disability benefits, and community resources. The OCS also connects individuals and families with the appropriate contacts for specific questions related to the services they currently receive or may be interested in exploring.     Grievance System

    A grievance is an expression of dissatisfaction or complaint, regardless of whether remedial action is requested. A grievance is related but not limited to the state’s or a provider’s performance of person-centered planning and service plan requirements and the HCBS settings requirements.

    If you have a grievance or complaint you want to express to the DDSD, use one of the four options to communicate your grievance to the DDSD.

    Your rights under the grievance system:

    1. All individuals and stakeholders may submit grievances to DDSD. Doing so will never result in retaliation or threats of retaliation. You have the right to provide details, speak on your own behalf, and explain why you believe your grievance should be addressed.
    2. If you wish to meet face-to-face to discuss your grievance, email Constituents@hca.nm.gov
    3. DDSD will work to resolve grievances within 90 days from the day they are received.
    4. The time to resolve a grievance may be extended for up to 14 days if you ask for more time or if the DDSD needs extra information and the delay benefits you. To request an extension to your grievance, email Constituents@hca.nm.gov
    5. At any time, you can ask to see your case files and any new or additional information connected to your grievance.

    Grievances, Questions and Concerns

    To receive support from the OCS regarding any program related issues, or to get help finding information, contact the OCS Manager (listed below).

    Team Facilitation and Mediation

    OCS supports individuals and their teams, family members/guardians, and community support providers through team facilitation when there is a disagreement or communication issue among interdisciplinary team members. OCS can also provide mediation for individuals and their teams as appropriate.

    Community Outreach

    OCS participates in statewide outreach events such as the annual Southwest Conference on Disability in Albuquerque, The Arc Statewide Self-Advocacy Conference, as well as many other events. At these events, information is distributed regarding the Developmental Disabilities Supports Division’s programs.

      Constituent Resources

      OCS provides resources for individuals, family members/guardians, and community support providers on different topics including but not limited to healthcare decision making, guardianship, and alternatives to guardianship.
