Small Business Health Insurance Premium Relief

Small businesses are the backbone of New Mexico’s economy and need help getting lower health insurance costs for themselves and their employees. The New Mexico Legislature worked with Governor Michelle Lujan Grisham to pass legislation and establish the Health Care Affordability Fund.

The Small Business Health Insurance Premium Relief Initiative was the first initiative started on July 1, 2022, funded by the Health Care Affordability Fund, and administered by the New Mexico Office of Superintendent of Insurance (OSI). This initiative reduces health insurance premiums for small businesses purchasing coverage in the small-group market.

Since July 2024, the Health Care Affordability Fund and all its initiatives have transitioned administration to the Health Care Authority.

Small Business Health Insurance Premium Relief Initiative Regulations

What is the Small Business Premium Relief Initiative?

The Small Business Premium Relief Initiative is a cost-saving program for small businesses in New Mexico that provides financial assistance to help employers offer small-group medical plans to their employees.

Eligible small businesses may receive:

  • 10% premium relief when enrolling in Bronze or Silver plans
  • 15% premium relief when enrolling in Gold or Platinum plans

 

Participating health insurance carriers:

  • Blue Cross Blue Shield of New Mexico
  • Presbyterian Health Plan
  • UnitedHealthcare

What is considered a small business?

In New Mexico, a small business is one that employs 50 or fewer full-time equivalent employees.
