Programs and Initiatives

The New Mexico Medicaid program strives to ensure accessible, high-quality health care services through a range of innovative programs and initiatives designed to continually improve health outcomes. In 2025, Medicaid will add programs that address maternal health, housing and social supports, reducing recidivism, and incentivizing quality.

 

Services for Justice-Involved Members

People leaving jail or prison often face numerous challenges accessing health care. Beyond costs, stigma, and long wait times, other barriers include gaps in Medicaid coverage, lack of provider awareness about their unique health needs, and difficulties in navigating health care systems. Rural Health Transformation Program

In Aug. 2025, CMS announced the RHT Program to support states with a $50 billion federal initiative to strengthen rural health care and help rural communities improve access, quality, equity, and sustainability of health services. Learn more

Comprehensive Addiction and Recovery Act (CARA)

CARA aims to reduce the stigma surrounding substance use during pregnancy and increase access to services. Universal substance use screenings help providers refer patients to evidence-based harm reduction services to help them meet their health goals. CARA supports families with physical and emotional needs during and after pregnancy with referrals to community-based support services that enhance family development and support the child’s growth and health.

On July 1, 2026, the administrative and oversight responsibilities for CARA will transition from the Children, Youth and Families Department to the Health Care Authority. Learn more.

Food Is Medicine for Pregnant and Community Benefit Members

The New Mexico Medicaid Food is Medicine (FIM) program provides nutritious home-delivered grocery boxes and fully cooked meals to Medicaid members who are either enrolled in the Community Benefit program or who are pregnant and have a diagnosis of diabetes.
