SANTA FE – The New Mexico Health Care Authority (HCA) has issued a request for proposals (RFP) seeking qualified vendors to provide administrative services organization services to support key rural and behavioral health initiatives across the state.
This procurement will support administration and oversight of multiple high-impact programs, including the Rural Health Care Delivery Fund, the federally funded Rural Health Transformation Program, implementation of the Behavioral Health Reform and Investment Act (Senate Bill 3), and non-Medicaid behavioral health services.
Through this RFP, HCA aims to strengthen program administration, ensure compliance with state and federal requirements, and improve operational efficiency, transparency and accountability across funding streams. One or more contracts may be awarded across service areas, and vendors may submit proposals for one or more areas of work.
“This program represents a significant step forward in strengthening New Mexico’s rural and behavioral health infrastructure,” said Elisa Wrede, HCA acting rural health director. “By investing in strong administrative and operational support, we can ensure that communities receive the care they need.”
The HCA is seeking proposals from vendors with the capacity to:
- Provide administrative and operational support for complex, multi-funding health programs.
- Manage financial processes, including payment processing, tracking, and reconciliation.
- Support contract development, execution, and closeout activities.
- Monitor performance, deliverables, and program outcomes.
- Conduct data collection, reporting, and analytics to inform decision-making.
- Ensure audit readiness, compliance, and strong internal controls.
- Support risk stratification and portfolio-level oversight.
- Coordinate across stakeholders, including providers, community partners, and state agencies.
