“By joining with our IBAC partners, the State of New Mexico is leveraging its purchasing power to deliver pharmacy benefits that are transparent, affordable, and member-centered,” said Alex Castillo Smith, Health Care Authority Deputy Cabinet Secretary. “Together, we are negotiating from a position of strength to drive down costs, improve service, and support community pharmacies across New Mexico. This is about using the power of collaboration to deliver better results for the people we serve, and we’re looking for partners committed to this vision.” 

These procurements is part of Health Care Authority’s (HCA) continued reforms to ensure that members receive high-quality, affordable health care that meets their needs.   

Selected vendors will be expected to improve member experience, deliver measurable health outcomes, and maintain broad, stable provider networks.   

The HCA is seeking proposals that prioritize: 

  • Adopting a transparent drug purchasing model that puts members and affordability first.  
  • Implementing custom value-based cost sharing programs for drugs with high clinical efficacy and improved health outcomes. 
  • Prioritizing community pharmacy support.  
  • Leveraging state purchasing power to get the best pricing for the state and our members.  
  • Raising the standards for customer service and community pharmacy access.
